Cross-tenant quarantine access via missing tenant scoping

Broken object level authorization in Eidetic Labs Stigmem before 0.9.0a12 allows remote authenticated users to access tenants' quarantined facts. In multi-tenant deployments using stigmem-plugin-multi-tenant, the list/count queries and _get_quarantined_fact in routes/quarantine.py omit an f.tenant_id = identity.tenant_id predicate, and quarantine garden resolution is not tenant-scoped. A tenant administrator with only a plain tenant write capability can list, read, and admit or reject another tenant's quarantined facts through /v1/quarantine; default single-tenant deployments are not affected.
