Cross-tenant fact suppression via tenant-blind tombstones

Broken object level authorization in Eidetic Labs Stigmem before 0.9.0a12 allows remote authenticated users to hide facts across tenants. The issue_tombstone path writes RTBF deletion records with a default tenant instead of the caller's tenant, and _get_tombstone_filter plus the tombstone scope cache apply suppression without a tenant_id predicate. Exploitation requires a multi-tenant deployment using the opt-in stigmem-plugin-multi-tenant and low-privileged authenticated access, letting one tenant misattribute deletions and suppress or expose another tenant's facts and provenance.
