Cross-organization annotation access via unscoped queryset

Authorization bypass in HumanSignal Label Studio 1.23.0 and earlier allows remote authenticated users to access other organizations' annotations. AnnotationAPI in label_studio/tasks/api.py uses Annotation.objects.all() without an organization-scoped get_queryset override, so primary-key lookup crosses tenant boundaries. Any logged-in account on a multi-organization instance can enumerate sequential annotation IDs to read, modify, and delete other organizations' annotation data.
