Administrator escalation via unscoped capability override

Privilege escalation in Arraytics Eventin 4.1.23 and earlier allows remote authenticated users with user ID 1 to gain administrator powers. PermissionManager::manage_permissions returns the always-true exist primitive for every map_meta_cap check involving user ID 1 instead of limiting the override to Eventin capabilities. Exploitation requires a deliberately demoted user-ID-1 account; successful access permits site administration and code execution through plugin or theme editing.
