Cross-database metadata disclosure via missing authorization

Incorrect authorization in ArcadeDB before 26.8.1 allows remote authenticated users to read cross-database cluster metadata via Raft endpoints. GetClusterHandler.execute and PostBootstrapStateHandler.execute authenticate the caller but never invoke checkRootUser, canAccessToDatabase, or getAuthorizedDatabases, then iterate httpServer.getServer().getDatabaseNames() and return per-database names, transaction IDs, fingerprints, and topology data. Exposure is limited to HA deployments with arcadedb.ha.enabled and the ha-raft module loaded, and the disclosed data supports tenant reconnaissance rather than direct data modification or service interruption.
