Information disclosure via unscoped authorize checks

Missing authorization in the Grav API plugin before 1.0.14 allows remote authenticated users to read authorize-gated UI metadata via scoped API keys. In AbstractApiController.php, userPassesAuthorize() treats a caller as authorized by checking the account's raw super-admin state and hasPermission() ACL grants, but it never consults the request's API-key scopes before returning sidebar, menubar, widget, or users-list definitions. Exploitation requires a scoped key minted on an account that already holds the gated permission; the disclosed data is limited to read-only UI metadata and item definitions, with no direct write or code-execution path from this flaw alone.
