Incorrect authorization in Hex.pm 2025-10-18 through 2026-08-23 allows remote authenticated users to read other organizations' private packages. validate_scopes_against_key/2 accepts an explicit repository scope by prefix alone when the API key has repositories permission, without resolving the organization against the principal. Any registered account can create such a key; the resulting token lets CDN edges serve the named organization's packages until token expiry without a database authorization check.
