Administrator account deletion via unchecked target role

Missing authorization in XueZhiSi Open Source Exam System 3.9.0 and earlier allows remote authenticated users to delete administrator accounts. The teacher delete endpoint accepts an arbitrary user ID and performs getUserById, setDeleted(true), and updateByIdFilter without comparing actor and target roles. A teacher account with role 2 can therefore mark a role 3 administrator deleted, removing that administrator's access.
