Arbitrary file upload via missing permission checks

Improper authorization in cjbi admin3 3.0.0 allows remote authenticated users to upload arbitrary files through /storage/upload. The storage upload handler accepts and stores user-supplied files without enforcing an endpoint permission check, while stored objects are exposed for unauthenticated download. A valid account is required to place content, but remote attackers who obtain an uploaded object's location can retrieve it without authentication.
