Init delay via malicious ZIP parsing

Denial of service in OpenTofu before 1.11.4 allows attackers to stall tofu init via malicious ZIP provider or module packages. During dependency installation, OpenTofu opens untrusted provider and module archives with Go's archive/zip reader, whose first-file open path uses a super-linear filename index that can consume excessive CPU on crafted archives. Exploitation requires an operator to run tofu init against an attacker-controlled dependency source; the result is prolonged initialization and host CPU contention, not code execution or data disclosure.
