Local denial of service via SCSI PM race

Race condition in the Linux kernel SCSI core from 3.3 through 7.1.9 allows local users to trigger a runtime PM usage-count underflow. scsi_error_handler reads shost->eh_noresume separately before scsi_autopm_get_host and scsi_autopm_put_host, so a concurrent UFS power transition can skip the get but execute the put. Triggering requires a PM-induced UFS error to overlap SCSI error handling; the unmatched put can destabilize the kernel or crash the system.
