Network service interruption via wrong TX queue wakeup

Improper queue-index handling in affected Linux kernels allows remote attackers to indefinitely stall traffic on nonzero veth transmit queues. On the plain GRO/NAPI path, veth_poll reads an XDP-only queue_index that remains zero and wakes peer queue 0 instead of the queue it drained. Exploitation requires a multi-queue veth pair with GRO, no attached XDP program, a non-noqueue qdisc, and sustained traffic that fills a nonzero ptr_ring; the stopped queue has no watchdog recovery.
