Host crash and traffic exposure via stale state

Race condition in bonding ALB on affected Linux kernel branches allows local users to crash the host or expose interface traffic. bond_alb_monitor reads primary_is_promisc under RCU, then uses that stale decision after taking RTNL, dereferencing a removed slave or decrementing a new slave's promiscuity counter. CAP_NET_ADMIN in a user and network namespace can drive the race, causing a kernel panic or leaving the replacement interface pinned in promiscuous mode.
