Local kernel crash via zero quota target

Division by zero in the Linux 6.17 kernel allows local users to crash the system by enabling DAMON_SAMPLE_MTIER with a zero quota target. The damos_quota_score() function divides by a user-configured target_value without rejecting zero values supplied through node0_mem_used_bp or node0_mem_free_bp. Reaching the fault requires local access to configure and enable the sample module; the resulting kernel oops interrupts the system.
