GPU hang via concurrent timeout-handler credit corruption

Race condition in the Linux kernel V3D driver allows local users to hang the GPU and freeze the UI during concurrent queue timeouts. The CSD and CL timeout handlers run concurrently around a global reset, so pending-list removal and reinsertion make stop and start account for different jobs and permanently skew the scheduler credit count. The flaw requires local low-privileged access and V3D workloads that produce overlapping queue timeouts; the resulting impact is a complete GPU hang and UI freeze.
