Local service interruption via repeatable OverlayFS warning

Reachable assertion in the Linux kernel allows local users to flood logs or crash systems through cross-namespace OverlayFS setup. ovl_fill_super() applies a repeatable WARN_ON() when fsconfig(FSCONFIG_CMD_CREATE) completes an OverlayFS context created in a different user namespace. A local unprivileged user can pass the context file descriptor between ordinary namespaces; repetition taints the kernel and floods logs, while panic_on_warn=1 turns the warning into a system crash.
