Host instability via LPI lifecycle race

Race condition in Linux KVM arm64 VGIC allows guest OS users to disrupt hosts through concurrent LPI release and remapping. The release paths decrement an LPI reference count outside the xarray lock, letting vgic_add_lpi replace an entry before direct deletion or deferred cleanup completes. A guest must issue DISCARD while the LPI remains on a vCPU active-pending list and remap the same INTID with MAPTI; the race deletes a new LPI or leaks the old one, causing host instability.
