Networking control-plane hang via recovery self-deadlock

Deadlock in the Linux kernel qede driver allows remote attackers to hang the host networking control plane after a TX timeout. During qede recovery, udp_tunnel_nic_reset_ntf reaches qede_udp_tunnel_sync, which attempts to reacquire the nonrecursive qede_lock already held by the same worker. A qede NIC with VXLAN or GENEVE tunnel ports must be configured; the worker retains rtnl_lock indefinitely, blocking networking-control tasks while the node can still answer ping.
