Network disruption via unsynchronized VXLAN MAC read

Race condition in Linux VXLAN allows remote attackers to disrupt networking through concurrent neighbor-address updates. The route_shortcircuit() path copies n->ha without its seqlock, so an asynchronous update can produce a torn or partially updated MAC address. Reachability requires an active VXLAN route-shortcircuit path during a neighbor update, and the corrupted address can interrupt packet delivery.
