Kernel memory corruption via premature meter publication

Use-after-free in the Linux kernel Open vSwitch meter code from 5.8 allows local users to access freed kernel memory through the uAPI. The attach_meter function publishes a new meter to RCU readers before all checks finish, while ovs_meter_cmd_set frees it immediately if a later check fails. A custom uAPI application must create a flow referencing the concurrently attached meter; the ordering used by ovs-vswitchd does not expose the flaw.
