RAID device removal denial via leaked pending reference

A reference leak in Linux kernel RAID1 6.13 allows local users to prevent removal of an affected RAID device through an atomic write. raid1_write_request() increments rdev->nr_pending for each mirror, but its REQ_ATOMIC bad-block error branch skips the matching decrement for the current slot. Triggering the flaw requires a RAID1 atomic write to encounter a bad block, and the leaked reference leaves raid1_remove_conf() unable to remove that device.
