Local service hang via relocation ticket deadlock

Deadlock in zoned Btrfs relocation in Linux 7.1 allows local users to hang filesystem operations during data relocation. handle_reserve_tickets() waits for a space reservation ticket that relocation itself must satisfy by freeing space, creating a circular wait. Low-privileged local access and a zoned Btrfs filesystem undergoing data relocation are required; affected tasks can freeze without data disclosure or modification.
