Kernel crash via unallocated PFCP statistics pointer

NULL pointer dereference in the Linux kernel PFCP driver 6.10 allows local users to crash the system via PFCP device creation. pfcp_link_setup() omits NETDEV_PCPU_STAT_TSTATS, leaving dev->tstats NULL before RTM_NEWLINK statistics collection calls dev_get_tstats64(). The attacker must have local permission to create a PFCP rtnetlink device; reaching the callback crashes the kernel and interrupts services.
