Service interruption via inverted TIPC peer ranges

Resource exhaustion in affected Linux kernels allows remote attackers acting as TIPC peers to interrupt service via crafted publications. tipc_update_nametbl() accepts wire-supplied bounds without rejecting lower > upper, creating unreachable rbtree entries that cannot be withdrawn. An established peer can repeat these unauthenticated PUBLICATION messages without a per-peer cap, leaking kernel memory for the namespace lifetime until availability is exhausted.
