Kernel disruption via concurrent CXL region deletion

Race condition in the Linux kernel CXL region subsystem allows local users to disrupt region creation through concurrent deletion. The region lock does not cover the intervals from construct_region() to attach_target() or from device_add() to remove-action registration, allowing deletion while code assumes a live cxl_region. High local privileges and a configured CXL region are required; published sources do not identify whether the resulting interruption is a hang, crash, or another failure.
