Service interruption via cross-CPU recursion-counter imbalance

Race condition in Linux kernel netfilter 6.16 through 7.1.4 allows local users to interrupt service via nft_dup or nft_fwd packet transmission. nf_dup_netdev transmits an skb without disabling bottom halves while recursion accounting is CPU-local, so migration can decrement a different CPU's counter. A local low-privileged account and configured nft_dup or nft_fwd rules are required; the published impact is limited to availability.
