Policy deletion lock via unchecked cross-project association

Incorrect authorization in OpenStack Octavia before 16.0.2, 17.0.0, and 18.0.0 allows remote authenticated users to lock QoS policies. The amphora QoS-policy association path accepts a policy identifier from another project without verifying project ownership, creating a reference that blocks deletion of the foreign policy. Any authenticated project user who can associate a QoS policy with an amphora can cause this integrity-only denial of policy deletion; all deployment configurations are exposed.
