Point-cloud forgery via unchecked UDP length

Out-of-bounds read in TIER IV Nebula through 1.2.0 allows remote attackers to falsify PointCloud2 data via short UDP datagrams. In Vlp32Decoder::unpack(), the Velodyne decoder casts each received datagram to a fixed 1206-byte packet structure and indexes fields such as byte 1204 without verifying packet.size(), so a short packet is parsed from adjacent heap memory. Reachability is unauthenticated on the Velodyne sensor port because this driver does not restrict sender addresses, and the observed consequence is silent publication of fabricated lidar points rather than a crash.
