Unauthenticated denial of service via request-locale cache growth

Resource exhaustion in affected Apache Struts releases allows remote attackers to exhaust the Java heap via request-selected locales. The localized-text lookup path uses the incoming request locale for cache entries and retains those entries without a size bound. Unauthenticated network access is sufficient when no fixed locale is configured; affected releases span 2.0.0 through 2.3.37, 2.5.0 through 2.5.33, 6.0.0 through 6.10.0, and 7.0.0 through 7.2.1.
