Service interruption via unbounded CSP report read

Resource exhaustion in Apache Struts 6.0.0 through 6.10.0 and 7.0.0 through 7.2.1 allows remote attackers to deny service. The CSP report collection action reads an entire submitted violation report into heap memory without enforcing a request-size limit. The endpoint is ordinarily unauthenticated but is not mapped by the core distribution; only applications that explicitly expose report collection are affected.
