Sponsor-wallet drain via unbounded concurrent sponsorship

Resource exhaustion in ZenHive MPP before 0.12.0 allows remote attackers to drain the sponsor wallet via concurrent sponsored payments. MPP.Methods.Tempo.FeePayerPolicy validates max_gas, fee caps, max_total_fee, and a validity window one transaction at a time, but it does not track or cap aggregate in-flight sponsor exposure across distinct requests and nonces. Only deployments with Tempo server-side fee sponsorship enabled are affected; sponsorship is disabled by default, and later legitimate payments fail once concurrent reservations consume or empty the sponsor wallet.
