Authz policy corruption via multiple Rotate uploads

Improper input validation in Arista EOS 4.31.x through 4.36.0.1F allows remote authenticated users to activate an unintended Authz policy. The gNSI Authz Rotate handler restores a backup after multiple UploadRequests in one RPC stream, activating a policy other than the most recently finalized policy. Exploitation requires an enabled OpenConfig gRPC transport with gNSI Authz and high privileges; Bootz is unaffected.
