Missing authorization in Camaleon CMS 2.9.1 and earlier allows remote authenticated users to modify plugin settings through admin endpoints. Four plugin administration controllers accept low-privileged sessions without the centralized manage-plugins permission check and expose settings handlers. A low-privileged account is required; changing contact form before_html can store script that creates an administrator account when an administrator loads the form.
