Forced policy re-agreement via unchecked controller permission

Incorrect authorization in XenForo before 2.3.13 allows remote authenticated users to submit restricted force-agreement forms. The force-agreement controller accepts ACP form access and submissions without enforcing the option permission declared by its navigation entry. Any ACP administrator can update the global policy timestamp, forcing all users to re-agree to the privacy policy or terms of service.
