Authorization bypass via transposed negated set quantifiers

Incorrect authorization in RustFS before 1.0.0-beta.12 allows remote authenticated users to bypass IAM and bucket-policy restrictions. The string-condition evaluator in crates/policy/src/policy/function/string.rs negates the aggregate result after quantification instead of negating each request-value predicate, transposing ForAllValues and ForAnyValue semantics. Affected policies must use a negated string operator with these set qualifiers; partially overlapping request and policy value sets can grant excluded principals access or suppress an intended Deny.
