Retained-object deletion via fail-open bucket metadata handling

Protection mechanism failure in RustFS before 1.0.0-rc.1 allows remote authenticated users to delete retained objects through S3 APIs. Object Lock gates in objectlock_sys.rs collapse missing, unreadable, or unparseable bucket metadata into an unlocked state instead of failing closed. Low-privilege S3 delete access and an operational metadata fault are required; successful deletion irreversibly removes COMPLIANCE-retained records.
