Authenticated reaction tampering via missing visibility check

Missing authorization in CTI-Transmute 1.4.0 and earlier allows remote authenticated users to alter reactions on inaccessible comments. The react() handler sends an attacker-controlled comment_id to comments_repo.toggle_reaction() without checking comment visibility. Knowledge of an inaccessible comment ID and a valid account is sufficient to add or remove emoji reactions, altering reaction state without disclosing comment content.
