Authenticated SSRF via IPv6 transition addresses

SSRF in Dozzle before 10.6.15 allows remote authenticated users to reach loopback or link-local services through webhook URLs. The isBlockedIP guard used by safeDialContext accepts IPv4 destinations embedded in 6to4, NAT64, Teredo, or IPv4-compatible IPv6 addresses. A user who can configure webhook notifications can make Dozzle connect to otherwise blocked services reachable from its network.
