Unauthenticated SSRF via missing IPv6 blocklist entry

Server-side request forgery in Stoat before 0.15.0 allows remote attackers to read internal content via the /proxy and /embed endpoints. In crates/services/january/src/requests.rs, January's IP_BLOCKLIST omits the IPv6 unspecified address ::, and url_is_blacklisted() therefore accepts [::] host literals that Linux routes to loopback. No authentication is required, but impact depends on deployment because the bug exposes only services reachable from January's own loopback namespace or host network.
