Authenticated PII disclosure via wrong policy namespace

Incorrect authorization in Mastodon 4.6.0-beta.1 through 4.6.3 and 4.7.0-alpha.1 allows remote authenticated users to read local-user PII. The show action in app/controllers/admin/collections_controller.rb authorizes a collection against the general policy instead of the admin policy namespace. A local account and a collection containing the target are required; exposure is limited to the target's current email address and last-used IP address.
