Unauthorized email dispatch via missing permission check

Missing authorization in ERPNext before 15.111.0 and 16.22.0 allows remote authenticated users to trigger automated emails. The whitelisted send_auto_email function enumerates enabled Process Statement Of Accounts records and sends them without checking the caller's DocType permission. Any authenticated low-privilege account can invoke the endpoint and cause configured statement emails to be sent outside its assigned role.
