Unauthenticated full file access via inherited signup defaults

Privilege escalation in File Browser 2.63.16 and earlier allows remote attackers to read, modify, and delete all managed files. The signupHandler applies the full default permission set and, when CreateUserDir is false, normalizes the inherited default scope to the server root. Exploitation requires self-registration to be enabled; the factory-default CreateUserDir setting then grants each registrant access to every file the server manages.
