Disk exhaustion via unbounded TUS PATCH bodies

Resource exhaustion in File Browser before 2.63.19 allows remote authenticated users to exhaust server disk space through TUS uploads. The tusPatchHandler uses io.Copy to write each PATCH body before comparing the resulting offset with the cached Upload-Length, so oversized bodies reach disk. Ordinary create/write permission is sufficient, and repeated uploads can interrupt File Browser and other services sharing the filesystem.
