File-content hash disclosure via unchecked checksum request

Permission bypass in File Browser before 2.63.19 allows remote authenticated users to obtain same-scope file hashes via /api/resources. The checksum branch of resourceGetHandler reads each requested file and returns its digest without checking Perm.Download. A valid account with Download disabled is required; the oracle confirms guessed content, tracks changes, and supports offline attacks on low-entropy files.
