Full-access key minting via unchecked scopes

Privilege escalation in Grav API Plugin before 1.0.13 allows remote authenticated users to mint a full-access super API key. createApiKey reads requested scopes from the request body and stores them without checking that they are a subset of the caller's scopes; an empty array disables the scope cap. A minimal api.access key tied to a super account is required, after which the new key bypasses permission restrictions across the API.
