Forced 2FA removal via unchecked API key scopes

Authorization bypass in the Grav API plugin before 1.0.13 allows remote authenticated users to disable 2FA on non-super accounts. The disable2fa admin path trusts isSuperAdmin or api.users.write ACL reads without calling requirePermission, so API key scope caps are skipped. A narrow-scope key tied to a qualifying account can clear a non-super target's 2FA secret without a TOTP code, weakening authentication and facilitating account takeover.
