Unauthenticated file disclosure via empty base path

Information exposure in Actix Web actix-files before 0.6.10 allows remote attackers to read unintended files through HTTP requests. Files::new replaces a nonexistent serving directory with an empty path, then joins and canonicalizes the request path relative to the process working directory. Exposure requires an application to configure a nonexistent directory; successful requests read matching files without modifying them or interrupting service.
