Unauthenticated tag disclosure via missing password check

Information disclosure in SiYuan before 3.7.4 allows remote attackers to enumerate tags from password-protected documents. The /api/tag/getTag handler returns tag labels and occurrence counts without verifying the publish password for each protected document. A reachable publish service is required; unauthenticated readers can infer internal terminology but cannot read document bodies through this endpoint.
