Decrypted notebook disclosure via fail-open publish gate

Authentication bypass in SiYuan before 3.7.4 allows remote attackers to read decrypted content from unlocked encrypted notebooks. CheckPathAccessableByPublishIgnore treats every notebook absent from publishAccess.json as accessible, while encrypted notebooks are never added to that opt-out list. Publish mode must be enabled and the notebook must be unlocked; anonymous access also requires disabled publish authentication, while reader accounts remain exposed.
