Authenticated RCE via condition.config cleanse bypass

Authenticated RCE in Craft CMS 4.x before 4.18.2 and 5.x before 5.10.6 allows remote authenticated users to execute operating system commands. Conditions::createCondition() decodes and merges condition.config after the outer array has been cleansed, allowing hidden Yii behavior and event keys to reach FieldLayout object creation without another cleanse. Exploitation requires an authenticated control panel session and a valid CSRF token; commands run with the PHP/web user's privileges.
